Unfortunately, it cannot be used with Skype for video chat. You lot may use a congenital-in webcam or wireless webcam to video chat.

Note: Webcams performance with Skype will still depend on the device's compatibility with the application.

The but thing I can find that may work is this:

You can employ third party software to convert the IP webcam to a virtual webcam (like Manycam) that will normally show up in Skype for Desktop or Skype for Web (not Skype for Windows 10). This basically allows the IP camera to announced as if it was connected to the PC. The latest versions of Skype support NDI enabled hardware/software in Skype for Desktop and Skype for Windows x.  If NDI software is uniform with your IP camera, you can try that solution.
